Updates what an app may do through the Docker API

PUT 
/projects/:projectID/:projectEnv/apps/:appID/docker-api-settings

Updates the app's Docker API access. Turning it on, or letting it do more, needs Write permission on the Cluster module; host mode, the node's own socket, needs the privileged-apps switch and an administrator. Narrowing it, leaving host mode or turning it off needs Write on the app.
