Syncs a backup repository back into its setting

POST 
/projects/:projectID/:projectEnv/backup-repos/:itemID/sync

Reads the repository and adopts what it finds: the options it is configured with, and the snapshots it holds. Use it after the repository was changed outside the app. Nothing in the repository is modified.
