Gets an app's resource metrics

Reads an app's containers' CPU and memory over a range ending now, from the rows the agent on each node writes every 15 seconds: CPU in cores and memory in bytes - the working set, as docker stats counts it - each with its limit (0 for none), OOM kills, and network and disk in bytes a second. One point per step, oldest first, the containers summed; totals over the range; and the containers, the last seen first. available is false, with a reason, when they cannot be read: the agent does not mark its lines yet (agent-unlabelled, until its next update), or the logs cannot be read.
